n las últimas dos décadas, la productividad en Perú ha subido poco pese a su destacado crecimiento económico comparado al promedio de América Latina. Esta nota describe modelos de gobernanza de las políticas de ciencia, tecnología e innovación (CTI) que podrían facilitar la acción estatal para acelerar el crecimiento de la productividad. Si bien la inversión pública y privada total en investigación y desarrollo se mantiene por debajo del promedio regional, en la última década el Estado peruano ha aumentado los recursos destinados a las actividades de investigación e innovación y ha creado varias entidades públicas para diseñar e implementar las políticas de CTI. Para que las políticas sean efectivas, sin embargo, resulta clave contar con un arreglo institucional que mitiga las fallas en que el Estado puede incurrir durante las etapas del proceso, estratégica, política y de implementación. Este documento propone algunas alternativas que responden a este reto, teniendo en cuenta que no existe un modelo único de gobernanza institucional pero sí un consenso en cuanto a la necesidad de reformar el sistema en línea con buenas prácticas de gestión pública.

Desarrollo de conocimiento que tiene una funcionalidad, y espera que pueda ayudar a mejorar el nivel de vida de ciudadanos. No se espera que los que desarrollen este conocimiento sean los mismos que lo usen para desarrollar soluciones pero si estar conscientes de que su trabajo forma parte de un eslabón que tiene esta mirada de misión.

The Global Innovation Sweepstakes: A Quest to Win the Future examines how emerging technologies will remake the global order and explores strategies for how the United States can retain its innovative edge. Tech-based innovation—in fields such as artificial intelligence, robotics, green energy, and biotechnology—will reshape the future of human civilization. Those nations that can create and adapt to cutting-edge technologies will realize enormous economic and geostrategic benefits in the decades to come. It is with this realization that the Atlantic Council’s Scowcroft Center for Strategy and Security, in partnership with Qualcomm, embarked on a global tour of technology hubs to find out which ones are at the cutting edges of innovation and which are at risk of falling behind.

With the deepening of China's innovation system reform entering into the 21st century, its functionality has received considerable attention in both academic and policy-making contexts. However, it has not been fully uncovered yet in a more systematic and practical manner possibly due to theoretical or methodological reasons. In this study, a structural approach with partial least squares is introduced to incorporate various functional constructs together determining the performance of innovation systems into an integrated path framework based on the extended framework of Romer's idea production function. By constructing a rich province–year panel dataset over the 10th five-year plan period of China, we use the novel analytical framework to detect and untangle the periodically operating state of China's regional innovation systems (RISs) in terms of the effectiveness of functional constructs shaping and influencing the innovation process. The examination results show that China's RISs perform well in terms of the performance of most functional constructs except for “innovation linkage” as well as “innovation sophistication”. With respect to the interactive effects between the contextual innovation environment and the innovation process, however, China's RISs perform poorly from the perspective of system thinking.
